Looks like they made the tentacles out of a bunch of spines they had lying around in the basement. It helps if you think of them not as animal skeletons, but rather constructs. Like a necromancer created a skeletal minion that took on the shape of an octopus (or whatever). Granted, people shouldn’t have to resort to such mental gymnastics to “justify” the existence of cheaply-made novelty ABS plastic decorations.
